A Plan to Restore Prosperity and Fiscal Responsibility

Our city is in financial decline because leadership has relied on short-term fixes instead of a precise vision, disciplined planning, and detailed solutions to the structural problems are holding us back. We need an economic development strategy that grows our tax base, attracts responsible investment, creates opportunity for residents, and restores trust in City Hall.

The Problem

Years of weak long-term planning, limited revenue growth, aging infrastructure, slow permitting, vacant commercial spaces, and poor coordination with employers and community partners have weakened our local economy. The result is financial stress, missed opportunities, and too little confidence that the city has a plan.

My Vision

I will work with you to build a city that is financially responsible, business-friendly, neighborhood-focused, and prepared for long term growth. Economic development must be more than slogans. It must be a practical plan to strengthen city finances, create jobs, and make local government a reliable partner.

My Economic Development Commitments:

Under My leadership

• I will push for transparent and honest revenue forecasting, careful review of recurring expenses, and spending decisions tied to measurable outcomes for residents.

• I will support better coordination across departments, and a customer-service culture that welcomes investment while protecting safety, quality, and neighborhood character.

• I will create a formal business retention and expansion effort so the city regularly listens to local employers, solve barriers to growth, and helps existing businesses expand.

• I will pursue partnerships with schools, labor, and housing providers so residents can access career pathways and workers can afford to remain in the community.

 

• I will pursue responsible growth, grants, redevelopment opportunities, tourism and visitor activity where needed, and better use of city-owned assets.

The Bottom Line

Financial decline is not inevitable. It is the result of missed opportunities, and a lack of disciplined leadership. With a clear plan and accountable implementation, we can rebuild confidence, grow opportunity, and create an economy that works for residents, workers, and businesses.

Programs for Children and Families

Why This Priority Matters

Preventative programs help communities address challenges before they become crises. When families have access to consistent resources—such as parenting support, youth development, academic help, recreation, behavioral health connections, and community- based services—children are in better position to thrive. And families are better equipped to navigate the pressures of modern life. Investing early is not only compassionate; it is practical, fiscally responsible, and aligned with the long-term health of the city.

Community-based prevention models increasingly emphasize integrated supports, family engagement, extended learning, and strong partnerships between schools, local government, nonprofits, and service providers. Those resources are not currently available in our city at the level families need, they offer a useful model for what we can build locally: a coordinated system that supports the whole child and strengthens the whole community.

Under My leadership we will:

• Create age-inclusive prevention pathways: Develop programs that serve children from early childhood through adolescence, including early learning support, school-age enrichment, teen mentorship, leadership development, and transition support for young adults.

• Support families as partners: Establish resources that help parents and caregivers access information, referrals, workshops, and services in one connected place rather than navigating fragmented systems alone.

• Build safe and productive spaces for youth: Invest in after-school, weekend, and summer programming that gives children and teens structured opportunities for recreation, creativity, academic support, career exposure, and civic engagement.

Public Safety

Public safety is essential to a strong, welcoming Martinez. Residents deserve safe neighborhoods, local businesses deserve reliable support, and visitors should feel comfortable enjoying our city.

My public safety plan focuses on practical solutions:  improving communication between the city and the community, creating a plan around local businesses , addressing traffic safety, and ensuring public spaces are clean, safe, and accessible.

I will work to:

• Create a system to Improve communication between residents, businesses, and public safety officials.

• Partner with local businesses to address recurring safety concerns.

• Address quality-of-life concerns with a balanced approach that includes outreach, services, and accountability.

• Use the data and community feedback to focus resources where they are needed the most.

Public safety should not be fear based. It should be built on a foundation of public trust, prevention, transparency, creating strong partnerships. Together, we can keep Martinez safe, vibrant, and welcoming for residents, businesses, and visitors alike.
